Federal Renewable Electricity Standard

To ensure that a vibrant voluntary market for renewable energy continues under a federal RES, REMA has the following objectives to encourage competitive markets for RECs and to build on what states have already done to foster renewable energy markets:

Policy Objective 1: Expressly prohibit voluntary renewable purchases by end-use customers to be simultaneously claimed by another party to satisfy RES compliance.

Policy Objective 2: Clarify federal renewable energy certificate (FREC) ownership for contracts involving unbundled RECs created prior to enactment of the federal RES.
